Paris’ stance on the two crises engulfing the Middle East, the war in Gaza Strip and the one in Lebanon, is stirring up turmoil within the two public agencies responsible for French cooperation policy abroad: the French Development Agency (AFD) and Expertise France (EF). Internal documents from these two organizations, passed on to Le Monde, reveal the « disarray » of some of their staff due to the « dissonance » they feel between the values they uphold in their work and the discourse of French authorities on these two files.
These leaks occur as the death toll in Gaza from Israeli bombings overpasses 40,000 and an international conference on Lebanon is set to start on Thursday, 24th October in Paris, under the guidance of Emmanuel Macron. The event, which is expected to include seventy countries and fifteen international organizations, is intended to raise funds to assist hundreds of thousands of people displaced by Israeli strikes in Lebanon. On 1st October, UN agencies had estimated the needs at least $400 million. « The priority is to be able to respond to this call, » the Elysee stated on Wednesday, 23rd October.
In a letter sent on Wednesday to Jérémie Pellet, the director-general of EF, employees of the agency, which is the technical arm of the AFD group, expressed their « wish for France to adopt a stronger and clearer position » in both conflicts. On Wednesday evening, according to an internal source, while the signing process was still underway, this letter had already been endorsed by 110 EF collaborators – out of a total of 700.

Ils sont contraints de décrier et d’agir face à l’échelle des victimes civiles en Palestine et au Liban pour mettre un terme à ces conflits. Sinon, ils seraient indirectement complices de la situation, avertit leur correspondance. Cette dernière apprécie l’appel récent du président français pour un arrêt des livraisons d’armes à Israël.
